Dwarf India Hawthorn (Raphiolepis indica)

Entomosporium fungal leaf spot
Starts with pale yellow spots that turn black; leaves turn red and fall off.

A common problem with too much overhead irrigation, prolonged rains and high humidity.
Worsened in soils that stay too wet (e.g., in a fine-textured fill soil with poor drainage; a soil with a seasonal high water table; a low area in a landscape).  Not much of a problem in well-drained and well-aerated soil with infrequent irrigation.

Florida Wax Scale
This is a type of "soft scale" that produces honeydew upon which grows the black sooty mold. Sprays of horticultural oil or insecticidal soap control this insect pest and the sooty mold will eventually slough off.
